The WordPress team officially maintains Traditional Widgets, a plugin that brings back the older (or “classic”) WordPress widget settings windows. It will be supported and maintained at least until 2022, or as long as is required.

When activated, this plugin brings back the settings panels from the previous widget and prevents the block editor from controlling devices when a standard (non-block) theme is being used. Simply activating or deactivating this plugin will enable or disable the standard widget settings panels; no additional configuration is needed.
